Qualifications for Texas Childcare Directors: Simplified Guidelines


To ensure high standards of care, directors of childcare centers must meet specific qualifications. These qualifications vary based on the size of the center and combine education and experience. Below is a summary of the essential requirements for directors of childcare centers licensed for 13 or more children, as well as those licensed for 12 or fewer children.


Director Qualifications for Centers Licensed for 13 or More Children


  1. Age and Education: The director must be at least 21 years old and have a high school diploma or equivalent.

  2. The director must meet one of the following combinations of education and experience:

    • Bachelor's Degree:

      • With 12 credit hours in child development and 6 credit hours in management, AND at least one year of experience in a licensed child care center.

    • Associate Degree:

      • In child development or a related field with 6 credit hours in both child development and management, AND at least two years of experience in a licensed child care center.

    • Sixty College Credits:

      • With 9 credit hours in child development and 6 in management, AND at least two years of experience in a licensed child care center.

    • Child-Care Administrator’s Certificate:

      • With 15 credit hours in child development and 3 in management, AND at least two years of experience in a licensed child care center.

    • Credentials:

      • Child Development Associate or Certified Child-Care Professional with 6 credit hours in management, AND at least two years of experience in a licensed child care center.

    • Day-Care Administrator’s Credential:

      • From a recognized organization, plus two years of experience.

    • College Credits:

      • 9 credit hours each in child development and management, AND at least three years of experience in a licensed child care center.


Director Qualifications for Centers Licensed for 12 or Fewer Children


  1. Age and Education:

    1. The director must be at least 21 years old and have a high school diploma or equivalent.

  2. Directors must meet one of the following combinations of education and experience:

    • Bachelor's Degree:

      • With 12 credit hours in child development and 3 in management, AND at least one year of experience in a licensed child care center.

    • Associate Degree:

      • In child development or a related field with 6 credit hours in both child development and management, AND at least one year of experience in a licensed child care center.

    • Sixty College Credits:

      • With 6 credit hours in child development and 3 in management, AND at least one year of experience in a licensed child care center.

    • Credentials:

      • Child Development Associate or Certified Child-Care Professional with 6 credit hours in management, AND at least one years of experience in a licensed child care center.

    • Child-Care Administrator’s Certificate:

      • With 15 credit hours in child development and 3 in management, AND at least two years of experience in a licensed child care center.

    • Day-Care Administrator’s Credential:

      • From a recognized organization, AND at least two years of experience in a licensed child care center.

    • Training Hours:

      • 72 clock hours in child development and 30 in management, AND at least three years of experience in a licensed child care center.


Additional Information

  • Experience Requirements:

    • Experience must be in a licensed childcare center or home, or equivalent positions in other states or countries.

  • Verification and Documentation:

    • Licensing may verify qualifications and experience through various means. Original documents and certificates must be provided as requested.

  • Renewal and Continuing Education:

    • Certain credentials and certificates require periodic renewal to remain valid.
